Meet Neal

Neal maintains a general civil practice, representing clients in and out of court in his practice areas.

Neal directs the firm’s litigation practice. Along with the other litigators at Scott | Kroner, he has represented clients in state and federal courts throughout Virginia for over 25 years in a wide range of subject matter areas. Prior to joining the firm, Neal served as a law clerk with the United States District Court in Charlottesville and as a Staff Attorney with the United States Court of Appeals in Richmond. He represented parties in over 100 cases before the Fourth Circuit and, for more than 15 years, was the supervising attorney in charge of the Appellate Litigation Clinic at the University of Virginia School of Law.

Neal also has an extensive estate planning practice, with an emphasis on serving clients who have family members with special needs. One of Neal’s sons has Down syndrome and Neal brings his daily experience as a parent of a loved one with a disability to this area of his practice. He works in-depth with clients to determine their specialized estate planning goals and then helps them formulate an estate plan that recognizes their specific needs. He also has an extensive elder law practice, assisting clients with guardianship and incapacity and navigating the complex world of federal benefits.

Since first coming to the firm in 1993, Neal has handled commercial and consumer collections for clients throughout Virginia. He represents large commercial creditors, healthcare providers, and local businesses and merchants of all sizes. In addition to regular collection work, Neal also represents creditors in consumer and commercial matters in Bankruptcy Court.

Neal has been recognized for his knowledge in his practice areas and is a frequent presenter for Virginia Continuing Legal Education, the Virginia Academy of Elder Law Attorneys, and a number of other organizations.
